Copilot in Teams is brand new territory for admins.
When Copilot doesnât work in a meeting â it canât summarise, canât generate notes, or shows an error â the user blames âTeams is broken.â But the cause could be: no Copilot licence, transcription disabled, a sensitivity label blocking Copilot, or the meeting was too short for Copilot to process.
Sign-in issues and meeting join failures are older problems but still heavily tested. This module covers all three: Copilot troubleshooting (new), sign-in failures (classic), and meeting join issues (common).
Troubleshooting Copilot in Teams

Copilot prerequisites checklist
When Copilot isnât working, check these in order:
- Licence: Does the user have a Microsoft 365 Copilot licence? (Most common cause)
- Meeting policy: Is transcription enabled? (Required for âDuring and after the meetingâ Copilot mode. âOnly during the meetingâ can use temporary speech-to-text.)
- Sensitivity label: Does the meetingâs label allow Copilot?
- Admin settings: Is Copilot allowed in the orgâs meeting settings?
- Content: Was there enough meeting content for Copilot to process?
- Client version: Is the user on the latest Teams client?
Scenario: Jaylen troubleshoots Copilot for VP Rivera
VP Rivera reports: âCopilot isnât working in my meetings. The button is there but it says it needs transcription.â
Jaylenâs investigation:
- Licence check: â VP Rivera has Microsoft 365 E5 + Copilot licence
- Meeting policy: â VP Rivera is assigned the âExecutive Meetingâ policy which has AllowTranscription = Off (set by Nadia for compliance reasons)
- Root cause: The executive meeting policy disables transcription, which Copilot requires
Resolution options:
- Option A: Enable transcription in the executive policy (Nadiaâs concern: transcripts might contain sensitive data)
- Option B: Create a separate meeting policy with transcription ON for meetings where Copilot is wanted
- Option C: Use sensitivity labels â âGeneralâ meetings allow Copilot, âHighly Confidentialâ meetings disable both Copilot and transcription
Jaylen recommends Option C â gives VP Rivera Copilot in most meetings while Nadia maintains control over confidential discussions.

Sign-in troubleshooting process
- Check service health: M365 admin center â Health â Service health â Teams
- Check user licence: Does the user have a Teams-enabled licence?
- Check sign-in logs: Entra ID â Sign-in logs â filter by user â look for error codes
- Check CA policies: Is a Conditional Access policy blocking the sign-in?
- Check device: Is the device compliant if CA requires it?
- Run diagnostic: M365 admin center â Support â Teams sign-in diagnostic

Scenario: Jaylen fixes meeting join issues
Three users at RemoteFirst report different meeting issues:
User 1: âIâm stuck in the lobby for every external meetingâ
- Cause: The userâs meeting policy sets lobby to âPeople in my orgâ â external organisersâ meetings always put them in lobby
- Fix: This is expected behaviour â external meetings respect the external orgâs lobby settings, not yours
User 2: âI canât join meetings from my browserâ
- Cause: Anonymous join is disabled in org-wide meeting settings
- Fix: Enable anonymous join (needed for browser-only users and external guests joining via link)
User 3: âCopilot shows in my meetings but not in the Board meetingâ
- Cause: Board meeting uses âHighly Confidentialâ sensitivity label which disables Copilot
- Fix: This is by design â Nadia configured the label to block Copilot for board meetings. No change needed.
